Negative Declaration for Avon Commercial Park in Rock Hill Is Published by Thompson Planning Board

The negative declaration for the Avon Commercial Park two-warehouse project in the heart of Rock Hill that that was recently approved by the Town of Thompson Planning Board has now been published after being signed June 21 by Matthew Sush, the board's chair.


The project, which incurred significant opposition from residents who live in the area, is being developed by Robert Berman, the former chairman and CEO of of Empire Resorts.


An excerpt (below) from the negative declaration notes that its consistent with the Thompson/Monticello Joint Comprehensive Plan. However the plan has not been updated since 1999.





The Board issued the negative declaration even though the applicant or the Board have not made public who will occupy the facility.


A Negative Declaration means one of the three scenarios applies: there are no adverse environmental impacts identified; the impacts identified will not be significant; or, any potential impacts are mitigated by project plans.
