EXCLUSIVE:GALLIGAN OMITTED THAT KANTROWITZ WAS TRAVELING AT 70 MPH FIVE SECONDS PRIOR TO COLLISION

SEARCH OF VEHICLE BY STATE POLICE DID NOT OCCUR UNTIL FOUR HOURS, 15 MINUTES AFTER INCIDENT

QUESTION LOOMS WHETHER FARRELL TOLD TRUTH ABOUT WHEN HE HAD FULL STATE POLICE REPORT

Acting District Attorney Meagan Galligan on Tuesday omitted that retired judge Isaac Kantrowitz was speeding at 70 mph five seconds before his car struck and killed teenagers Devin Zeininger and Justin Finkel on Glen Wild Road in Rock Hill on June 2, 2019.

Speaking at a news conference in Monticello, Galligan only stated that Kantrowitz was speeding at 62mph in a 45 mph zone at the time of impact.

The SullivanTimes just now has obtained exclusively some excerpts from a 300-page report conducted by the New York State Police in the aftermath of the crash. One of the excerpts (below) confirms the 70 mph figure.

In addition, the report reveals that Kantrowitz did not sign a consent form to permit New York State Police to search his vehicle until 7:30 pm on June 2 - approximately four hours and 15 minutes after the incident.

The SullivanTimes has reached out to Galligan and the State Police to find out when the full Troop F report was submitted to the District Attorney's Office. That's because as late as October 22, 2019, former District Attorney Jim Farrell (elected last November to County Court judge) said at a campaign appearance that evening that the report was not complete or in his possession.

A Sullivan County grand jury on Tuesday indicted Kantrowitz on just one misdemeanor for reckless driving plus two violations of New York State Vehicle & Traffic Law. He was arraigned before Acting Sullivan County Judge Bryan Rounds.

Kantrowitz, 87, is being represented by Galligan's first boss in Sullivan County, former District Attorney Steve Lungen. Galligan joined the DA's office in 2009.

(An earlier version of this story stated that the excerpts obtained were from an independent expert. In fact, this is the actual New York State Police report. We regret that error.)
